NM National Guard
“National
Guard units are under the dual control of the state and the federal
government.”
In 1933, with passage of the National Guard Mobilization Act,
Congress finalized the split between the National Guard and the traditional
state militias by mandating that all federally funded soldiers take a dual
enlistment/commission and thus enter both the state National Guard and the
National Guard of the United States, a newly created federal reserve force
The
governor of each state can call the state's Army and Air National Guard units
to active
duty to help respond
to domestic emergencies and disasters, such as those caused by hurricanes,
floods, and earthquakes. If additional help is needed, a governor can request
federal assistance through the Federal Emergency Management Agency (FEMA). With
a presidential declaration of disaster, FEMA's federal assistance can include
additional military support from DOD (both active duty and reserve forces).
New
Mexico National Guard
In 1967, the Army Guard was ordered to State
duty by the Governor to assist local and State law enforcement officials
following a raid on the Rio Arriba County Courthouse in Tierra Amarilla. Once
again units of both the Army and Air Guard were ordered to State duty in 1970
to assist local and State police during campus riots at the University of New
Mexico.
The riot at the State Penitentiary in Santa Fe
during February 1980 will be remembered as one of the worst in history. Guard
personnel and many law enforcement officers were on duty throughout the
thirty-six hour seize during which the penitentiary was burned and thirty-three
inmates were killed and many injured. This same year the 150th Tactical Fighter
Group won the Winston P. Wilson Trophy for being the best Fighter Unit in the
Air National Guard.

Governor Richardson Orders 200 New Mexico National Guard to Aid
in Hurricane Katrina Relief

Richardson has ordered 200 members of the New Mexico National Guard to aid in
the hurricane relief effort.
“The New
Mexico National Guard has extensive experience in disaster relief and after my
discussions with Governor Blanco; I have ordered two hundred members of the New
Mexico National Guard to leave immediately. Last night, the New Mexico
Urban Search and Rescue Team departed for Baton Rouge, the federal and state
staging area for eight to ten Strike Force teams for specific instructions,”
Governor Richardson said.
“I spoke with
Louisiana Governor Blanco and offered whatever help we could. The total
dimensions of the disaster are still unknown. But, it is clear they need
all the help they can get and the New Mexico teams are ready and able to
provide immediate assistance. They are highly capable and well
trained. The National Guard and the Department of Public Safety have
valuable experience that can be put to immediate use in the impacted areas,”
Governor Richardson said.
“We will
continue to maintain contact with state and federal officials and respond to
their requests for aid as we are able.
